There are two distinct “locked” criteria. Both are available in the Locks panel.
Locked
To find files based on the status of their “locked” Finder flag, use this option.
Name locked
To find files based on the status of their “name locked” Finder flag, use this option. Note that as of Mac OS X 10.4.6, no version of the Mac OS X Finder has respected the name locked flag.
